A work permit is a written authorization to work in Canada issued by an officer to a person who is not a Canadian citizen or a permanent resident of Canada. It is required if the employment location is in Canada, whether or not the employer is in Canada. The program was created by Immigration, Refugees and Citizenship Canada (IRCC) to deal with shortages in the labour market by helping Canadian employers find and recruit foreign employees to work in Canada.

Most employers need a Labour Market Impact Assessment (LMIA) before they can hire a temporary foreign worker. A LMIA is a document that confirms there is a need for a foreign worker to fill the job and that no Canadian citizen or permanent resident is available to do the job.
There are dozens of LMIA Exemptions available, most common are work permits covered under NAFTA, GATS and Intra-Company Transfer provisions. They do not require a Labour Market Impact Assessment. LMIA-Exempt work permits are still employer, location and occupation specific.
